Acompañada de una cuidadosa selección de jurisprudencia actualizada, así como de una completa bibliografía que precede el comentario de cada artículo o grupo de artículos, al objeto de facilitar las fuentes doctrinales en donde profundizar sobre cada materia. Estos comentarios se extienden, por conexión, a los de la reciente normativa de aplicación también en el ámbito financiero y tributario de las entidades locales: LBRL, modificada por ley 57/2003 de 16 de diciembre, Texto refundido de la ley del Catastro inmobiliario (RDL 1/2004), y sobre todo de la Ley General Tributaria de 17/12/2003 con sus recientes disposiciones de desarrollo: RD 2063/2004 de 15 de octubre, por el que se aprueba el Reglamento sancionador tributario, RD 520/2005 de 13 de mayo, Reglamento general en materia de revisión en vía administrativa; sin olvidar las nuevas instrucciones de contabilidad de 23/11/2004, vigentes a partir de 1/1/2006, así como el Reglamento General de Recaudación aprobado por Real Decreto 939/2005, de 29 de julio.
