En el momento de su realización existía un modelo de juego público y privado que el proyecto de ley garantizaba para los operadores públicos en una opción susceptible de debate. Por otra parte, los operadores on line estaban ejerciendo su actividad en España sin licencia, lo que debía ser objeto de regularización. La Industria del Juego en España, como ocurre en otros países, alcanza una significativa importancia, tanto social como económica. El desarrollo tecnológico y las nuevas dimensiones del juego, con la consecuente implantación de nuevos juegos virtuales, demandan una especial atención por parte de todos los agentes involucrados, tanto públicos como privados. Las posibles y necesarias sinergias, solo pueden alcanzarse mediante la actuación conjunta que promueva el potencial de la industria del juego en España y su impacto en la economía, el empleo, y la recaudación fiscal.
