J. Costa: Crisis de la Restauración y populismo (1875-1911), de Jacques Maurice y Carlos Serrano, pretende hacer el balance crítico del «caso Costa», situándolo en el contexto de la crisis intelectual y política del final del siglo XIX español. Por ello, y contra ciertas prácticas al uso, no se trata de reducir la obra de Costa a una de sus dimensiones (política hidráulica, reformismo pedagógico, teoría del «cirujano de hierro»...), sino, al contrario, de considerar la en su totalidad, teniendo en cuenta las diferentes respuestas que va dando Costa, a partir de su peculiar enfoque de la realidad española, a las diversas fases de esa crisis. Sus mismas contradicciones señalan a la vez los avances y los límites de un pensamiento cuya lógica sería, apelando a conceptos de Gramsci, la del «intelectual campesino». Es esta lógica la que impulsa a Costa hacia un «populismo agrario» en el cual se manifiesta al mismo tiempo la voluntad del pequeño campesinado de asumir un papel dirigente en la sociedad y la imposibilidad histórica de ese proyecto. De aquí el extraordinario impacto y el constante fracaso de un hombre clave en la historia contemporánea española, como lo demuestran los juicios de contemporáneos e historiadores que se reproducen en el apéndice.
Con el fin de recuperar el sentido positivo de la globalización, no sirve cualquier tipo de desaroollo que enmascare nuevos colonialismos, sino aquel que reconozca las oportunidades de los colectivos empobrecidos que, des de sus propios valors, ejerzan las capacidades que tienen para salir de la pobreza. Este libro estudia la cuestión, tomando como hilo conductor las propuestas de Amartya K. Sen.
